Here we are just ready to host the biggest event ever held in the southeast
region or perhaps the entire country. If you and your club have not
made a commitment to help Jefferson County shame on you ... I hope that
each and every club will help. Also hopefully every club will be
visible with your club logo.
I hope that each club has certified its delegate with Diane.
Last year in Boston, we had 19.
The following clubs are delinquent in their delegate duties ... Spirit,

Catawba Valley is the only club that did not have a trial in 2002.
I
would like to thank all the clubs that did their trials.
The following clubs have not paid their $25 Regional Directors fee
for 2002: Brandon Verein, Catawba Valley, Greater Atlanta. Thank you to
all the rest...
If any one has questions regarding conformation, direct them
to Regional Breed Warden Martin Gnyp. Next year, Chattahoochee will
host the SE Regional Conformation Championship. If any club would like
to host the
regional championship in 2004 let me know.
All clubs should strive to have a breed warden and tattooer.
Thanks to all who have scheduled trials for 2003.
Butch England reports that Asheville Schutzhund Club, which hosted
the
regional conformation championship, had a total of 77 participants
... Congratulations!
The Pensacola Schutzhund Club was scheduled to host the AWDF FH2
championship in November. The event has been cancelled due to lack
of interest. Scott reports only 2 inquiries. Thanks for trying!
Please contact AWDF President Mike Caputo if you are interested in an FH2
championship.
By now you have received an agenda for the General Board meeting
in 2
weeks. I as your regional director urge you to read the information.
It is a critical year for USA and will determine our future direction.
Hopefully some of you will run for office. The SE region needs
representatives and officers. I myself have been nominated for
Exectutive Director At Large, and hope I can count on your
vote. If
I win, you will have some representation on the Executive Board.
Let's
use our power. I sincerely wish that you would support fully
anyone who
runs from our region.
And last ... we have 139 schutzhund entries and 9 DPO entries in
the national championship. Please support Jefferson-St.
Clair with your time and effort.

Report
on the WUSV meeting in Austria

Dear USA members:
The following is a summary of the WUSV meeting in Steyr, Austria
Oct.
7, 2002. Representing the United Schutzhund Clubs of America were

There were 17 countries present. 15th World Championship, 31 countries
participated, 143 dogs requested performance, 137 actually did.
All dogs
showed/handled correctly.
I will now go directly to the points of most interest to USA members
and continue in the next paragraph. Regarding the number of
entries at the World Championships, clubs up to 1,000 members can send
three people, clubs with 1,000 to 4,000 members can send 4 people, clubs
with 4,000 to 5,000 members can send 5 people. Maximum number of participants
from any country will be 5. At this point I asked for the floor and
an interpretation of the number of members and the representatives we can
send. I asked the World Union if as a country, we can only send five
dog/handler teams, how do we divide 5 people by 2? (I got lots
of laughs for that one). Basically this is not the problem of the
WUSV. I then asked, can we use your previous
recommendation and determination of the number of members will determine
the number of people that club can send to represent it. The
answer was
yes. Mr. Messler, Mr. Tauber, Mr. Ritzi, and Mr. Rudenauer
discussed it
further and told me we can also have a qualification trial!!!
The
problem is in America and Belgium, not in the WUSV. We send
1 team! As
of 2003 ALL countries are allowed 5 people, maximum per team.
Now I
will go back to the order of the meeting.
Sweden requested the floor. Sweden had a tracking problem,
protested to Hans Rudenauer, the rules state that you will have at least
100 steps to the first article. Their first article on one track
was less than 50 percent of that. Rules are rules and are to
be enforced and interpreted by the judges, not lifted. How can you
train for a rule that may not be enforced? Sweden says, "As long
as we know what rules apply, it's ok." Mr. Rudenauer discusses it
with Mr. Jurgen Ritzi, and it is understood that sometimes at a World Championship
you must conform to the conditions. This year there was more participation
in the WUSV World Championships for one breed, the German Shepherd, than
there was at the FCI World Championships for ALL breeds.
It was then agreed that the Asian countries are not representing
the standard of the breed correctly. The quality of the participants this
year was very high, also the quality of the temperament was very high.
The breed is
going in the right direction! At the Sieger Show meeting in
Dusseldorf
it was discussed and determined that the German Shepherd dog in
Europe
is consistent. Asia does not represent the true standard.
Regarding the GSDCA, minimum breed requirements were discussed, the
WDA needs time to implement. Unanimous decision to allow more time was
accepted by the WUSV.
SAS Italy; allowing the white German Shepherd as part of the
FCI (340 breeds worldwide), will not be accepted.
New IPO program will be implemented next year. Next year at the WUSV
World Championship, if a dog is disqualified in the C phase, your dog may
not be shown in the A or B phase. If you already passed the A &
B phase the scores will be stricken (removed) Nicht Bestanden, not passed.
It was then unanimously voted that Hans Rudenauer would be the Oberichter
for the 2003 World Championships in Ravena, Italy. The Judges for the 2003
World Championship will be Mogens Bechmann from Sweden, John Mulligan from
the USA and Keijo Kodis from Finland.
The 2003 Birichter requested a judges seminar in February 2003 to
develop a pool of judges for the World Championships and after the seminar
have a list to choose from and also then you can propose a birichter.
It was then discussed that people living in one country and showing
for another will no longer be acceptable. The example of Hong Kong was
used as the handler lives in the Netherlands. There are many small points
that were dicussed throughout the meeting, i.e. confirming the 10 a.m.
meeting of the WUSV in Ravena, Italy the Monday after the World Championship,
but all in all, this was the meat and potatoes of the meeting.
I want to add a personal note of gratitude to the USA team, our
supporters in Austria, our sponsors, and the whole organization
for the
honor of allowing me to be a part of our representation in Austria.
I
was and still am VERY proud of the job we did, I will do my best
to
bring it all home to the members in our magazine article.

This is some reminder information from Mark Przybylski...

A trial may not start until noon Friday unless it is held with some
kind of regional or national championship working or conformation ... The
AD is an exception but it must be witnessed by people who are other than
club members...
-
A judge may not judge a club trial twice in a row ... period. There
must be a different judge and one calendar year in between visits of the
same judge to the same club. Only a Regional Director can override
this rule in an emergency...

There is no exception to the 2 dog per handler per trial ... this is
also an SV rule. USA must enforce these rules as we voted to follow
all SV rules.

the general board to accept the following breed advisory committee recommendation
to extend the USA breeding requirements 4.1.1 Eligible for
breeding

who
have a training title (sch 1-3, HGH or a training title of
equal value)
under a USA recognized judge. In addition having
received a show rating
of at least good under a USA recognized conformation judge
when not
already breed surveyed under USA or SV regulations and have an
acceptable hip dysplasia rating...

Assistant Regional Director:
This message is for all southeast regional schutzhund clubs. We are
planning a meeting July 20 to finalize all details for the Nationals, which
will be in Gadsden, AL Oct. 31-Nov. 3.
We would like for all clubs in the region to send a representative
to our only National organizational meeting ... It will be Saturday afternoon,
July 20th at 2 p.m. at Canine Concepts. We expect each club to send a member
so we can organize each club's responsibilities with your club members'
schedules ... If you have a lot of members who will be competing at the
Nationals, then we need to know that information and assign duties
accordingly.
Please remember this year's Nationals is the responsibility of the
region, not a club trial. We need all clubs to help make this the
best Nationals yet. If you can not come to the meeting, please send me
an e-mail and let me know what your club can contribute in terms of people,
trophy donation, or other support. I will be expecting a response
from each club. I know that several of our clubs have already accepted
major responsibilities: Chattahoochee, Palmetto, Central Alabama and Pensacola
all have, and we appreciate their commitment.
Looking forward to hearing from all clubs ...
P.S. - Jefferson-St. Clair County SchH Association also is
having a club
trial there that day, so plan to stay and see the trial that evening.

30, 2002 - Regional Director announces NEW trial guidelines from USA Director
of Judges Mark Przybylski:
A. One handler may handle only two dogs in one trial
period. That means if he has one dog doing a B and an AD,
and another doing a B and a SchH I, he is at his limit ... and these titles
would have to be run on separate days ... no two titles per day on one
dog.
B. Four dogs constitute a trial, such as three
B dogs and one schutzhund dog. Less does not meet a club's
yearly trial obligation, although the titles still count.
C. A judge may judge 12 dogs per day ...
B counts as 1/2 dog ... WH counts as 1/2 dog;
FH, SchH, IPO, TR, and OB count as 1 dog
D. The maximum number of ADs is 20 ... three
hours must be set aside to run the AD, and nothing else trial-wise can
be done during that time ... ADs are not counted toward
trial minimum number of dogs ...
These regulations will be enforced by the regional
director ... Also, please keep a copy of these guidelines with your club
records... thank you.

USA's 2002 World Championship
Team needs your help. Because of our past difficulties, USA's budget for
2002 had to be trimmed in virtually all expense categories. In order to
protect other essential programs, a decision was made to fund USA Team
expenses from member donations.
Response has been very positive.
The Vollraths, Carlos Rojas, and others have made some very generous donations.
But we are still many thousands of dollars short of the $2000 per team
member normally allocated for this purpose. Please keep in mind that this
$2,000 is only a partial reimbursement for actual expenses, and does not
take into account the cost of competing for this important position. It
is vital that we help as much as possible so that no worthy team member
has to bow out for financial reasons. It has happened in the past.
Team USA is your team.
It represents you, the members of USA, on an international level. We must
support this effort if USA is to maintain its prestigious position as a
world leader in the sport of Schutzhund as as a member of the WUSV.

Subject: Information 4-30-02
The Southeast Region is off to a roaring start for 2002. We had a
most successful 2001 Nationals, with 19 dog teams and more delegates than
any other Region. Palmetto SchH Klub conducted our most successful regional
trial ever, plus going the extra mile and hosting the first AWDF FH2 Championship,
which qualifies the representative for the FCI Tracking Championship in
Europe. Unfortunately, circumstances beyond the winner's control prevented
the winner from going.
Good news:
Pensacola SchH Club will host the event Nov.16, 17, 2002. We will
be looking for 2 teams, 1 alternate team and 1 Team Captain. This FCI Championship
will be held the first week in May 2003 in Helsinki, Finland. For further
information contact the Regional Director or Scott Allday, Pensacola SchH
Club.
The German Shepherd Championship was again a high success for
the Southeast Region. Congratulations, Gary, a job well done.
The Nationals will be hosted by the Jefferson-St. Clair County SchH
Club. We expect a record turnout. Hopefully, every club in the Region will
be represented. Everyone in the Region should be expected to contribute
their services.
Do not wait to be asked, volunteer. This would be a good time to
wear your club's logo. If you do not have logo, get some.
Other news:
After May 1, 2002 you will pay an additional $100 to the SV
to secure the services of a SV Judge. Clubs that have already scheduled
SV Judges will not be affected.
USA will go to Zone Trials in 2003. Alabama has been placed in the
Mid-Central Zone. Your Zone will be the East Zone basically the New England,
Northeast and Southeast Region.
Major Elections will be held at this year's Nationals. If you want
to have input, I urge you to contact Jim Elder, our current vice-president.
The following clubs have not scheduled a trial for 2002: Brandon
Verein, Carolina SchH Club, Catawba Valley, Central Alabama, High Drive,
Jacksonville NC.
The following clubs have not sent the Regional Director their $25.
Asheville SchH Club, Brandon Verein, Carolina SchH Club, Catawba Valley.
Central Alabama,Chattahoochee, Fayetteville, Greater Atlanta, High
Drive, Mountain Empire, Raleigh SchH. Club, Seminole SchH Club, Tenn.

In the very near future we will go via E-Mail only. If you
have not furnished Vicki with your E-Mail address you may miss out
on important news. This includes authorization forms as well. In other
words, our business will be conducted via E-Mail.
When you change contact people, please let me know. Recently we had
several clubs with bogus contact people. This just screws everything up,
especially with the USA office.
To the clubs in N.C.: we now have 10 clubs. In the future you
will not be allowed to schedule within 2 weeks before or after another
club in N.C. This only affects the clubs in N.C.
In the future, before you schedule a seminar, please check with the
Regional Director for possible conflicts. Recently we had a conflict which
resulted in the club canceling their trial. Very poor planning. We should
respect the rights of other clubs, which is proper sportsmanship. We are
too big to be conducting business as cowboys.
New rules will be coming down in the very near future. You need to
be aware of all rule changes. Just as soon as we receive information we
will E-Mail on to you. We have already E-Mailed the "B" info.

SV fees for requesting a foreign judge

The USA office received notification from the
SV late yesterday that will effect everyone requesting SV Judges.
The SV states that "Each year we deal with
about 600 inquires relating to the services of SV judges in other countries.
It has been decided that applications for approval of judges which are
entered after May 1st 2002 there must be an administration charge of $100.00
per event charged to the applicant"
The SV has imposed this nonrefundable
fee for every SV Judge request of $100. They will not process any request
until they receive the fee. To expedite processing of your requests you
must send the USA office a check in the amount of $100 when submitting
your SV Judge request form so we can pay the SV to process your request.
Remember they will not process your request until they are paid.

BE ADVISED...The SV has changed the age that
a dog can go for "B" it is
now 15 months and was effective in Germany
01-01-02....Also any person
who has never trialed or is going for the
first "B" must take a written
test of 30 questions out of a possible 150...as
yet the USA director of
judges does not have a list of the questions...if
you have an SV judge
coming over this could be requested by him...

offers helper seminars
The USA helper committee would like to do helper seminars for any
interested club.
There is no cost except expenses. The goal of the USA
helper seminar is consistent helperwork in USA, and most importantly,
at
USA events.
The seminars will focus on correct trial helperwork and other
subjects of interest to helpers.
The members of the USA helper committee are Gary Park, T Floyd, Danny
Grayson, Mark Chaffin and Mark Przybylski.
Any club wishing to host a seminar should contact Floyd
Wilson or Vicki Keller.
Pensacola
hosts AWDF FH2 World Tracking Championship Qualifier
The AWDF FH2 Qualifier for the 2003 world tracking
championship
will be Nov. 16-17 2002 at the Pensacola
Schutzhund club in Pensacola, Fla.
Two judges will preside to determine the FH
teams that will represent AWDF in Europe for the spring 2003 International

The FCI International Tracking Championship
will be May 2-4, 2003 in Helsinki, Finland.

with Debra Zappia on
Dec. 7-8 2002. What a great time to
