Bogdan Sergo no longer can judge USA trials

Effective immediately, Bogdan Sergo is no longer recognized or authorized to judge at any and all USA events.
     Bogdan's SV Foreign Judge's license has been suspended by the SV as of Oct. 27, 2005. 
     His FCI license, which is regulated by the home country of a particular person (in this case,  Slovenia), also has indicated that he holds no authority to judge since 1999 per the Slovenian Kennel Club.
     Bogdan Sergo currently holds no license from any USA-recognized organization.

SV Suspends judging license of Bogdan Sergo

Bogdan Sergo has had his Judges License suspended by the SV. I would advise all RD's to contact any clubs in your region that have a trial scheduled with this person and inform them of this situation. We have contacted the FCI to see if this individual holds any other approved judges license. To date, we have not received any documentation that would support any notion of this individual holding any internationally recognized judges license.

Subject: E-Ballot #26-05 (Entry in AWDF Affiliated Breed Club Trials)

Motion: By Mark Przybylski, seconded by Al Govednik, that USA will recognize titles awarded by AWDF-affiliated breed clubs. The recognition of these clubs and their judges will be considered on a club-by-club basis. The clubs to be considered will be required to have viable and comprehensive judges programs of their own, with judges who have gone through their respective programs in their entirety; and they will be required to provide a list of judges who are recognized through their respective programs. AWDF clubs must petition USA for recognition.
           These AWDF-affiliated breed club judges may award titles that will be recognized exclusively for progression pertaining to performance titles (AD, B, WH, OB, TR, FH, IPO, SchH/VPG). 
            These titles will not be recognized for entry in the USA-GSD National Championship, which will still require a qualifying score of 270 points at a USA-sanctioned event awarded under a USA, SV, Canadian, or WUSV-affiliated judge. These titles will not be recognized for the USA SchH3 Club or the USA Sports Medals Program.
            These titles will not be recognized for German Shepherd Dogs in any context that applies to breeding, breed surveys, breed shows, or registration with USA. Titles for such recognition for GSD’s must be awarded under USA, SV, Canadian, or WUSV-affiliated judges.

Vote: Yes-21. Motion carried unanimously.



10-13-05 Subject: E-Ballot #24-05 (Hip Certification Clarification)

Motion: By Karen MacIntyre, seconded by Sara Wallick, to approve the following clarifications:
USA BREED SURVEY REGULATIONS
3.  Prerequisites for Breed Survey Participation

3.4   An “a” stamp must be in the pedigree or an OFA passing certification must have been submitted.
To:
3.4   Hip Certification – Dogs must have a USA-recognized hip certification with tattoo number or microchip identification. Note: Check with the USA Office for a current list of recognized hip certifications.

Background:
We have many dogs entering this country with hip certifications from other countries that would be accepted for breed surveys by the SV (list attached). Our current definition is very restrictive; only allowing the acceptance of OFA or SV “a” stamp hip certifications, when in fact we should be accepting the same certifications that the SV allows. Many older dogs have undergone anesthesia unnecessarily to get a new hip certification for a breed survey. This minor, but important, clarification to our rules should hopefully encourage more breed survey and breed registry participation without compromising our standard.
                  The current USA Breeding Regulations on our website and in the USA Rules and Regulations document are from 1998 and are way out of date. They are redundant and conflicting, and need to be replaced with the new USA Breed Registry <http://germanshepherddog.com/members/USA%20Breed%20Registry%20Rules.pdf>  Regulations (under Member News & Info) as soon as possible to avoid confusion. The proposed change to the USA Breed Registry Regulations is necessary to reflect the change in the USA Breed Survey Regulations.

Vote: Yes-19, NFD-1, NR-1. Motion carried.



9-24-05 - Regional meeting news in brief: Election results - RD, Assistant RD,  Breed Warden, Training Director did not change. The new regional secretary is Rhonda Southern. Palmetto State SchH Club will host the regional 2006 Conformation Championship in late February, date TBA. Fayetteville SchH Club will host the Regional SchH Championship in March. Raleigh will host the 2006 Regional Helper Seminar, date TBA.



9-19-09 - Subject: E-Ballot #23-05 (Royal Canin Sponsorship Funds Budget)

Motion: By Bill Plumb, seconded by Sara Wallick, to approve the following budget for the Royal Canin sponsorship funds for a one-year period beginning April 1, 2005.

Taxes – $2,100
Magazine Ads – $3,000
National Events – $11,000 ($3,000 each for the GSD National Championship, North American & FH Championship, and H.O.T. Championship and $2,000 for the Sieger Show)
Regional Events – $4,400 ($200 for each regional championship and conformation show)

USA World Team – $1,000
Education Events – $6,500
Helper Program – $1,000
TOTAL – $30,000

9-18-05 - Message about the 2006 AWDF Championship and Team Challenge

To all clubs in the Southeast Region:

Jefferson/St Clair Co. Schutzhund Association is proud to announce the dates and Judges for the 2006 AWDF Championship and FCI Qualification event. It will be held in Gadsden, Alabama on March 30th, 31st, April 1st and 2nd.

9-12-05 - From Vicki Keller 

USA southeast region clubs….

Please plan to attend our annual meeting prior to the Championship Sept. 23-25… Entries are low at this point and the host club will decide next week whether it will be a 2- or 3-day event.  The meeting will be held immediately before the draw.  Please check next week for the exact date time and place.

The following items will be on the agenda, and if you would like to place additional items on the agenda, let me know by Sept. 20.  Your club must be in compliance with all USA regulations to participate in the voting process. 

Election of regional officers. The current officers have all been nominated and seconded with the exception of the secretary/treasurer. Rhonda Southern has been nominated and seconded for that position.  No other nominations have been received.  If you would like to nominate someone at the meeting, please have the nominee state in writing or verbally (if present) that they are willing to serve. 

Selection of host clubs. The following clubs have been nominated and seconded.  Again, nominations will be taken from the floor at the meeting.  The club representative should be prepared to speak on the club’s qualifications as a host club.

Schutzhund Championship ... Fayetteville  (we also will  vote on the date of the event)

Conformation Championship … Palmetto

Helper Seminar … Chattahoochee 

Financials…we have a healthy bank balance with income from: donations…USA club dues ($50) 
per club ... and website advertising ... the only expenses have been support for the championships and helper seminar. 

Under new business, please note that if you plan to send a delegate to the USA annual meeting those 
letters are due directly to Sara Wallick  by Oct 3.  Also, if you would like any items placed on the agenda for the annual meeting please let me know by Sept. 20.

 I would like to congratulate the FCI team on their showing last weekend and wish the best

Call for agenda items for Nov. 3 General Board meeting

Dear USA Clubs,

The General Board meeting will be held this year on November 3 in San Jose, California. If you have items which you wish to have placed on the agenda for the meeting, please submit them to me by September 26. Proposed bylaw amendments should be submitted to the Bylaws Committee. I hope your club will be able to send a delegate to the meeting and that many of you will be able to attend the USA-GSD National Championship. San Jose German Shepherd Dog Club and South County Schutzhund Club have been working very hard to make this championship a spectacular and enjoyable event.

8-27-05 Executive Board approves Youth Championship

Subject: E-Ballot #22-05 (Youth National Championship)

Motion: By Randy Kromer, seconded by Randall Hoadley, to initiate a Youth National Championship to be held in conjunction with the annual H.O.T. Championship and possibly other national events in the future. The championship will be for two age groups, 12 years and under and 13 through 18 years. Competitors can compete without a H.O.T. dog, but a special award will also be given to the highest scoring H.O.T. competitor.

Vote: Yes–21. Motion carried unanimously. 


6-10-05 Executive Board amends event notification guidelines
to allow for electronic communications

Background: When the previous motion was made in 1987 regarding the requirement for publicizing events, the concept of digital communication had not been established. It is time to update the forms of communication to include e-mail and digital now that we are a digital communication society, as all other USA business is handled in this manner. This motion also modifies the consequences of an improperly publicized event, as the previously stipulated consequences were excessively severe and potentially harmful to entrants who were not responsible for the error.

Motion: By Randall Hoadley, seconded by Sara Wallick, to amend the notification guidelines for USA-sanctioned events to include written event notice consisting of any form of U.S. mail, electronic mail, and/or digital communication. Notification is to be provided to all clubs in the respective region at least three weeks in advance of the event. Event notices must contain the specific date, location, and time of the event; the judge for the event; and a contact for information. Any changes must be provided to all clubs in the region by the same means as the original notice. Electronic mail and/or digital communication must contain a copy of the notice, the date the notice was sent, and the identities (e.g., email addresses) of all recipient clubs. If a club is found to have hosted an improperly publicized USA-sanctioned event, it shall be reduced to affiliated status for one year; and shall be required to meet all the requirements once again to become a full member club.

Vote: Yes-21. Motion carried unanimously.

REGIONAL TRAINING DIRECTOR

Duties: To promote proper, and safe training for trial helpers, training helpers and handlers throughout their region by the use of required educational seminars and organized fun matches. The Regional Training Director will receive direction from the National Helper Committee with regard to the required educational Teaching Helper Program. The Regional Training Director will also work directly with the National Youth Director to help implement all youth training programs on a regional and local level. Regional Training Directors will also establish a line of communication to assist new clubs and their Training Directors. Regional Training Directors shall not advertise their office for personal or professional gain. Reimbursement for Regional Training Directors acting in an official capacity shall be identical to those listed for USA Judges (USA Judge’s Program 6. Judge’s Fees A thru E).
 
 

Section 7: ROLE of Regional Training Directors

Duties: To promote proper and safe training for Trial Helpers, Training Helpers and Handlers throughout their Region by the use of Required Educational Seminars and Organized Fun Matches. The Regional Training Director will receive direction from the Helper Committee with regard to the required educational Teaching Helper Program. (USA Regional Policy).

The Regional Training Director’s duties are an integral part of the educational process at the Region and Club Level. Since these duties include training for Helpers, communication between Regional Training Directors and the Helper Program Director is essential.

The Regional Training Director shall be the Regional Liaison to the Helper Program Director and shall:
A.      solicit Regional Clubs and the Region’s Members to determine the needs of Regionally-Sponsored Helper Seminars;
B.       administer one (1) Regionally-Sponsored Helper Seminar per year; and
C.       file a detailed report of the outcome of Regionally-Sponsored Helper Seminars to the Helper Program Director.

Regional Director's Note
5-13-05 

It has been requested that the process of selecting a helper seminar site be addressed. The SE regional helper committee selected the site and date. It has been listed on our events calendar since 4/30/05 with no concerns expressed until this week. 

It is not the intention that any club be excluded from the selection process. Any club is welcome to submit bids to be considered as host for seminars. An email was sent on Monday of this week explaining the guidelines for host clubs. 

I would like to thank those clubs and members who have offered their support in our efforts to provide educational programs to the region. Both previous regional helper seminars were well-rated and well-attended. I would hope that we can move forward in a positive manner to support the education of our local club helpers and our national helper program.

If you have any items you would like placed on the agenda for the meeting let me know by June 15, as I would like to send out a written report prior to the meeting.  We would likethe meeting to be as short as possible as it will be held prior to the competitor draw.  We have about $1,500 in our checking account with no expenditures this year to date. 

As always, clubs in good standing (current USA dues, 5 USA members and current on your trial requirement for 2005) will be allowed to vote. We currently have 19 clubs.  Nominations will be accepted from the floor.  Thank you for your time, and hope to see you soon.

4-15-05  -  Updates from Regional Director Vicki Keller
I have purchased a microchip reader AVID which will also read Home Again for use at trials … If your club would like to borrow it for an event the only cost is the shipping to return to me … if someone else would like this responsibility for sending it out for club use please contact me … it is very easy to use and about 8 inches long … it will not read chips done in Europe … they are a different frequency, and those owners are on their own to provide ID  ...  we can not buy receivers in this country to read those chips … my suggestion for those people is to re-chip here … 

Hope everyone has a great weekend, and please get those entries in for the North American … we have 12 so far, and closing is Wednesday … also, please let me know who from your club will be available to volunteer at the event … we need tracklayers … helpers  ... and lots more!  Thank you in advance.

March 28, 2005 - Two Ballot Results: 1) should tattoo variance for German Shepherd Dogs be rescinded to comply with SV rules
Subject: Rescind Tattoo Variance for German Shepherd Dogs

1) Motion by Mark Przybylski, seconded by John Oliver, that tattoos or microchips will be required for German Shepherd Dogs entered in all USA performance events effective January 1, 2006, and the identification information is to be recorded in the scorebook. Dogs of breeds other than the German Shepherd Dog will be required to have a tattoo or microchip for entry in USA national and regional events, but not for entry in USA local events. Owners of dogs with microchips are responsible for providing the identification equipment. The only change resulting from this motion will be requiring identification for German Shepherd Dogs entered in local performance events.

Background: It is necessary to rescind the USA tattoo variance for German Shepherd Dogs in order to be in compliance with the SV rule requiring tattoos or microchips for German Shepherd Dogs for all events. WDA has already put this requirement into effect. Implementing the change January 1, 2006 will give everyone enough time to have their dogs tattooed or microchipped and to have their scorebooks updated. The tattoo variance was introduced to accommodate members with USA scorebooks issued for dogs that did not have a tattoo or microchip, and was meant to be member friendly and to give enough time to adhere to SV regulations.
Vote: Yes-17, No-2, NFD-2. Motion carried.
 
 

2) Subject: Amend 2005 Budget

Motion by Bill Plumb, seconded by Sara Wallick, to amend the 2005 fiscal year budget to increase Sieger Show income by $30,000 and increase Sieger Show expenses by $26,150. This amendment to the budget is needed to accommodate the 2005 Sieger Show.

Background: These amounts are being added to already existing budgeted amounts that were expended for the fall Sieger Show. We are now having two Sieger Shows this fiscal year and we only budgeted for one. The original budgeted amounts were $33,250 and $29,420, so the totals will now be $63,250 and $55,570. Since we do not have budgeted funds to pay any of the bills for the spring event, according to the bylaws payment of any expenses cannot be authorized until they are included in the budget for the fiscal year.

Vote: Yes-21. Motion carried unanimously.


March 5, 2005 - Penn Ohio Working Dog Club to host the 2005 H.O.T. Championship

Motion: By Nathaniel Roque, seconded by Bill Plumb, to accept the bid from Penn Ohio Working Dog Club to host the 2005 H.O.T. Championship as approved by the National Events Committee.

Feb. 20-2005 -  Some answers concerning the new USA registry

  •  Anyone who has USA/SV registered their dog in the past does NOT need to re-register the dog.  Only one registration is required.  The option is always there if someone has a registered dog and wants the additional USA  registration, but it is not needed.
  •  No dog is going to be "grandfathered in."   The only way  to get a USA registration is by requesting it.  Anyone who sends in for USA/SV registration automatically will  be USA-registered in the new system as well.  If someone requests just the USA registry, then that is all they will get.  We are going to offer the USA registration free to anyone who wants the USA/SV registration.  That means if you request a USA/SV registration, your papers will go to Germany as in the past; however; you will receive the USA registration in the mail, I hope. within 3 weeks after your request.  Your paperwork from Germany is running about 6 months or more, so you will still have to wait for that, but you will have a registration from USA while your SV registration is pending.
  • USA litter registration is much easier than before, if you choose to use it.  You may use your own tattoo system or use the old.  We are not requiring for the new litter registration that you use the old 7-digit system, although the 7-digit system still must be used for the SV litter registration.  You are free to use any tattoo and number of digits you wish - assuming you are doing the NEW USA litter registration.
  •  We are looking through things that have come to the office recently so that we can give everyone the option to change their registration request.  The USA office is CURRENT on paperwork. Therefore, most likely everything that has come to the office in the last week is already  processed according to  the request.  I will review all the mail that arrives in the office over the next few weeks to make sure the member who is applying  is aware of the new system.
  • USA will be offering BOTH registrations to our members.
  •  All Breed Surveys done under an SV judge always are, and always will be, sent to the SV office.  Breed surveys done under a USA conformation judge never are sent to Germany because the SV office does not recognize USA judges.
 If anyone has any other questions please feel free to ask. I have been working on this project for a few months  should be able to help.  For now,  questions about the new registration should be directed to me or Selma at the USA office.  As soon as we have processed  a few registrations and  made sure everything works perfectly, I will train Geli and Pam on the new system.  Geli and Pam will continue to process all the USA/SV registrations and Selma and I will process the new system.

Feb. 8, 2005 - From Vicki Keller: Board considers breed registry requirements for national events; North American update; Regional Championship update 

The motion below is before the board ... please let me know your thoughts ...  also a couple of other items:

1. Fayetteville needs our help for the North American ... each club should provide some time in the areas of tracking and obedience group ... if each club could offer 4 hours, we would be in great shape ...even if you do not or cannot lay tracks you could assist by being part of the group ... providing assistance at the tracking field ... etc.  Let me know who is available when, and we will get your name on the volunteer-signup sheet.

2. Trophy donations are needed for the North American ...check the website.

3. Concerning the Regional Schutzhund Campionship ... we are asking all clubs to send an entry in now to the host club ... as you know, there are a lot of upfront costs, and if each club sent an entry (you can fill out the dog-handler info later), the club could pay for judge's tickets, T-Shirts, catalogs, etc ... this would help greatly ... in addition it is possible the event will be moved up one week to Sept 24 to avoid a conflict with the Talladega race weekend. Motel rooms already are scarce and expensive ... Arthur has graciously agreed to forgo his trial that weekend, and we are trying to clear the stadium for that weekend ... hopefully we will know this week ...

2-5-05 - Ranio Flugge to judge performance trial at Regional Conformation Championship
I am very happy to announce that Raino Flugge, the head Canadian schutzhund judge,  has agreed to judge the Friday performance trial at our Regional Conformation Championship … this is quite an honor and I am delighted to welcome Raino!  The date is March 11 and the conformation championship and breed survey are the 12-13 ... I look forward to seeing everyone there.

Shepherd Dogs entered in the USA-GSD National Championship, the USA North
American and FH Championship, or USA conformation shows to be registered
with either the USA Breed Registry or the USA/SV Breed Registry effective
immediately. This requirement excludes dogs under twelve months of age and
dogs owned by individuals who are not permanent residents of the United
States.

Background: USA is implementing its own registry, the USA Breed Registry,
and this motion is intended to give USA members a choice of registering with
either the USA/SV Breed Registry (as is presently required for the events)
or the new USA Breed Registry in order to enter the USA-GSD National
Championship, the USA North American and FH Championship, or USA
conformation shows.

Title: Three-Day Event Authorizations (Rulebook/USA Variances Addition)

Motion: By Mike Hamilton, seconded by Bill Plumb, to allow USA full member clubs to host three-day events in lieu of two-day events. Clubs may use Friday or Monday to host events offering all performance titles and degrees awarded by USA. Performance titles such BH, SchH/VPG1-2-3, FH1-2, IPO1-2-3, and DPO (any) must be offered on Saturday and Sunday in addition to Friday or Monday. If clubs anticipate more trial entries than can be accommodated in two days, a three-day event should be authorized with performance titles offered on both days of the weekend and the extra day intended for overflow. Clubs are allowed to offer performance titles on Friday or Monday and just one day of a weekend if also hosting a breed survey or conformation show on the other day of the weekend. Breed surveys and conformation shows must be held on Saturday or Sunday.
 A three-day event will not be allowed unless the club has three days of activities. It is not intended to allow a club to host a SchH/VPG trial on Friday or Monday and a one-day event on the weekend.
 The three-day event is intended for larger events with multiple venues. The regional director must receive a request from the club for a three-day event, and will authorize three-day events only in the cases listed above. All other USA trial regulations are applicable.

MOTION:

To allow all USA full member clubs to be allowed to have three-day events in
lieu of the two-day events.

The club can use a Friday or Monday to hold events offering all performance
titles and degrees that USA offers.

Performance titles such as SChH / VPG 1-2-3, FH1-2, IPO 1-2-3, DPO (any)
must be held on Saturday or Sunday.

They must be held on the week end at least one of the days so working people
do not have to take a weekday off to get a performance title.

If clubs have more than 24 entries, then a three-day event should
be authorized, but performance titles must be held on the weekend to allow
working people the opportunity to show their dogs; the extra day is only
for overflow.

The club is allowed to offer performance titles on one day of a weekend IF
the club is hosting a Koerung or Conformation show on Saturday or Sunday.

Koerungs and Conformation shows must be held on Saturday or Sunday.

A three-day event will not be allowed unless the club has three days of
activities.

It is not the intent to allow a club to host a VPG / Schutzhund trial on
Friday or Monday and then host a one-day event on the weekend.
The three-day event is for larger events with multiple venues.

The Regional Director must receive a request from the club for a three-day
event.

The RD will only authorize clubs for three-day events in the cases listed
above

All other USA trial regulations are applicable.

Effective January 01, 2005, Bogdan Sergo is once again approved to officiate at USA events. He is no longer an official of the WDA and still retains his SVF ( SV Foreign Judge ) Judge's license.

from Regional Director Vicki Keller

Congratulations to our 2004 National Champion,  Wallace Payne and his dog Merlin  ... Wallace had outstanding performances in all 3 phases with a 294 final score ... please join me in congratulating Wallace and Merlin on their championship!   2nd place was Gary Hanrahan and Bastin.  Again, congratulations!  Also we had a total of 15 competitors from the Southeast region and I would like to offer my congratulations to them for many wonderful performances and outstanding sportsmanship ...  Lisa Jaquin and Agar, Lewis Lundy and Henk, Martin Gnyp and Zarko, Joni Gnyp and Yel, Eric Eisenberg and Zillion, Nona Luth and Kimmi, Butch England and Wulf, Gary and Bastin, Pam Hanrahan and Ali, Ray Beaty and Lery, Ray Jeffers and Brix (also a youth award winner) Harry Hamilton and Maik, Wallace and Merlin, Robin Ayling and Yavo. Thank you Southeast region competitors! ...  A congratulation also to Arthur Collins, who was one of the four helpers chosen for the event. That is quite an honor!

Also a few additional notes: We had 11 delegates seated for the General Board and the final meeting minutes should be available on USA website soon …Officers were reelected with a new secretary, and we offer our congratulations to Jim Elder and his board. 

National events for next year include the AWDF championship,  April 1,  Nashville ... North American,  April 30 weekend,  Fayetteville … Sieger show, late May early June, Reno  ... Nationals,  November.  Gilroy California ... We are also in the process of scheduling a youth trial in the southeast region in early March ... and our Regional championships are also on the schedule for '05 ... Oct. 20, 2004 - Executive Board approves change in '05 Nationals prerequisite

SE region clubs …the Executive Board passed today a recommendation that a passing score at the regionals is not required for the  '05 Nationals; only the participation requirement is still in effect …also you will be able to vote on whether to allow, as an alternative, participation at the North Americans or HOT for entry to the Nationals … It is clear by the number of waivers that I was asked for this year that there are very legitimate reasons that someone could not participate in the regional championship but still wants to enter the Nationals…some of the reasons include: a helper does helper work at our regionals and then wants to participate in the Nationals…sick handler…hurt dog … brand new baby of handler … since the waiver is only in effect for this year we need to be thoughtful of our handlers and not hurt National participation …We are accomplishing our goal of larger regional championship and we will know in a few days on the number of entries to the nationals…I will keep you posted….we have 11 delegate letters for the general board … my sincere thanks … that is more than any other region!  See you in Nashville…

 Results E-ballot #30-04 (2005 Passing Score Requirement)

Motion by Lyle Roetemeyer, seconded by Al Govednik to defer indefinitely, the adoption of the 2005 requirement of a passing score at a Regional Championship to participate at the GSD National Championship. Motion Passed.
